28 convicts in Cagayan Valley who availed of GCTA voluntarily surrendered to PRO2  

  CAMP MARCELO A ADDURU, TUGUEGARAO CITY-Police Regional Office 2 starts tracking convicts released under GCTA Cagayan Valley following the order of Philippine National Police Chief, PGEN OSCAR DAVID ALBAYALDE to track down less than 2,000 heinous crime convicts who availed the Good Conduct Time Allowance (GCTA) after President Rodrigo Roa Duterte has issued a deadline for convicts to turn themselves in within 15 days from Wednesday, September 4, 2019.

  PRO2 in its effort in complying to the order, a total of 28 convicts in the entire region, 17 in Cagayan, five (5) in Isabela, Four (4) in Nueva Vizcaya and  two (2) in Quirino,  voluntarily turn-in themselves to the different Police Stations in Cagayan Valley on September 5-6, 2019.

  PRO2 RD PBGEN JOSE MARIO M ESPINO said that at about 6:00 AM today, September 7, 2019, the following convicts were transported to the Bureau of Corrections for accounting and proper disposition namely Nestor Dela Cruz, with a case of Murder and  a resident of Sitio Carlito, Barangay Dammang, Sanchez Mira, Cagayan; Franklin Agacer, with a case of Murder and a resident of Brgy Marede, Sta Ana, Cagayan; Consolacion Belen Solatre, with a case of Rape and a resident of Brgy Luga, Sta Teresita, Cagayan; Mario Umukit, with a case of Murder and a resident of Brgy Tabbac, Buguey, Cagayan; Tacio Acorda, with a case of Robbery with Rape and a resident of Brgy Malacabibi, Solana, Cagayan; Balacanao Roberto, with a case of Robbery with Rape and a resident of Brgy Logung, Amulung, Cagayan; Jose Dumlao, with a case of Murder and a resident of Brgy Pacac Grande, Amulung, Cagayan; Eriberto Batuelo, with a case of Murder and Robbery and a resident of  Brgy Pacac Grande, Amulung, Cagayan; Joseph Guzman; with a case of Rape and a resident of Brgy Naruangan, Tuao, Cagayan; Vickmar Lucena, with a case of Attempted rape with Homicide and a resident of Brgy Mallumin, Tuao, Cagayan; Gil Ramirez, with a case of Rape and a resident of Brgy Caggay, Tuguegarao City; Albert Castro,  with a case of Rape and a resident of Brgy Goran, Amulung, Cagayan; Emerson Pagaduan, with a case of Murder and a resident of Brgy Centro, Sta Ana, Cagayan; Roldan Tumacder, with a case of Rape and a resident of Brgy San Manuel, Sto Nino, Cagayan; Armando Gallardo, with a case of Rape and a resident of Brgy Pattao, Buguey, Cagayan; Cricilliano Tapec Jr, with a case of Murder and a resident of Brgy Cabaritan East, Ballesteros, Cagayan; and Rogelio Malana, with a case of Rape and a resident of  Brgy Cato, Tuao, Cagayan; Santiago Mangadap, with a case of Rape and a resident of  Brgy Taggapan, Echague, Isabela; Reynaldo Mateo, with a case of Rape and a resident of Brgy Angugub, Echague, Isabela; Danny Bayucan, with a case of Murder and a resident of Brgy Cabbanugan 1st, Ilagan City, Isabela; Macario Nonog, with a case of Robbery with Homicide and a resident of Brgy Calaocan, Alicia, Isabela; Alonzo Batoon, with a case of Rape and a resident of Brgy San Francisco, Aglipay, Quirino; Bernardo Cacho, with a case of Rape and a resident of Brgy Disuluad, Aflipay, Quirinio; Lauro Guyod, with a case of Double Frustrated Murder and a resident of Brgy San Nicolas, Bayombong Nueva Vizcaya; Jesus Laguido, with a case of Rape and a resident of  Brgy Nacalma, Benito Soliven, Isabela; Manuel Antonio, with a case of Murder and a resident of Brgy Almaguer North, Bambang, Nueva Vizcaya;  Vicente Antonio, with a case of Murder and a resident of Brgy San Antonio, Bambang, Nueva Vizcaya; and  Roman Ales, with a case of  Murder and a resident of Brgy Kabayo, Kayapa, Nueva Vizcaya.

  Two (2) of the 28 convicts who were released through GCTA namely; Armando Gallardo of Brgy Pattao, Buguey and Vicente Antonio of Brgy San Antonio, Nueva Vizcaya surrendered to PRO2, however, they are not included in the list of BuCor.

  “We provided mobility to transport the said convicts from Tuguegarao City to Bureau of Corrections in Manila with PRO2 escort personnel to ensure their safety,” RD ESPINO said. He reiterated his directive to all PNP unit Commanders to continuously track down convicts with heinous crime who availed of the GCTA and facilitate their surrender in their respective AOR before the deadline given by the President Duterte.
